I think holding regular meetings is a really good idea.
Vovoidkraus said he could get us a meeting space at the library. We would need people to go though. Ideally, we'd have representatives from area high schools, as well as all local promoters (myself, Frank, the Millards-forgive me if I'm leaving anyone out) and anyone else who wants to help out with the scene.
I propose we set up a meeting in mid-January.
We'll also need a set of rules for communication in the meeting to make sure it's not a bunch of cross-talk. Finally, we'll need someone to direct the meetings.
Let's brainstorm on this.

you can always have a loose structure to the meeting
1.follow ups on past discussions 1.5 problem solving(if any)
2.brainstorming 2.5 idea analysis(thinking of potential problems)
3.research on people to get in contact with to make these ideas a reality
4.general discussion

Have an agenda - stick to it. Have a round table before the meeting starts to see if any agenda items could be added before it starts. Have one/two people lead the meeting.
I go to about 2-3 a day, blah.

Ideally, we would have people from each high school representing their own high school.

We can start to brainstorm ideas about what we'd talk about right here in this thread.
I think it would be a good opportunity to: 1. Get the word out about upcoming shows so people can take the info back to their social circle 2. Get feedback from the community about what they'd like to see happen in Sudbury, or what they feel is presently lacking 3. Give a chance to anyone who would like to start promoting shows themselves to communicate with people who are more experienced
Basically, it's a chance to organize the scene a bit, so that everyone has a clearer picture of what's happening month to month and so that people who want to help out can have a chance to do so.
Personally, I think it would be cool to start planning a show with the involvement of a large group of people. We could start assembling a city-wide network of people willing to help with show promotions or volunteer at shows, or even start thinking about ways we could do more for the community through music.

I think, in theory, this is a lovely idea. But in practise, I'm skeptical. I am curious, and I'll attend if it happens, but Sudbury isn't Plato's Republic, you know? There's not much can be said, unless it will be something like:
-Pooling money to get bands here, - Discussing ways of convincing other venues aside from Millard's garage to put on shows without needing to rob people... (You can discuss ways of getting people out to shows until you are blue in the face, but unless every show panders to every audience, it's a lost cause.)
[- Making flyers/posters (I know Frank has the capability, but anyone can xerox some flyers, the library has photocopiers, that's a simple problem that is often overlooked because it's just a little inconvenient.)]
I'm rambling.
